Easy answer.....the LM/LQ loop in position 325 and the LM/LQ loop in
position 620.  Your translator would not be able to figure out where it was
without the LS/LE.

Once someone has answered this, could they explain to me why that LDT
loop *needs* to be bounded in the message design. I cannot spot the
collision risk which would be present without the bounding.
