In the UK week numbers tended to be used in the automotive branch and, due to the outsourcing which took place about ten years ago, I have not had to deal with them for a while. The logic required to move between dates expressed using week numbers and conventional dates is not trivial, and I used to find it easiest to have an external program generate conversion tables for the specific transformations required, and these tables were then used for look-up by the converter. They would be refreshed every couple of years.
