Skip, enforcement is a whole different issue than the date on which covered entities must be in compliance. Medicare FFS is ready and is already well under way with their trading partner testing – likewise most of the major health plans. State Medicaids are another issue – and many are saying they won’t be ready by 1/1/12. V5010 is the essential precondition for ICD-10. CMS OESS has repeatedly and publicly stated that there will be no delay in the compliance date.
There will always be the laggards and the no-shows – that is not a rational basis for moving a compliance deadline even later. That’s an enforcement issue not a compliance deadline/date issue.
