Vijay,
In order to get an answer that will be relevant, you'll need to let us know 
which tool you're using.  Also, you don't mention whether you must use your 
tool's native capability or whether you are able to do some preprocessing of 
the data, this would be a business rule, most likely, but relevant.

I agree with Chris, if you are mapping flat-file to EDI, a sort will be
needed.  But if you are mapping from a DB, then an Order-By would put
them in the correct order.
