I cannot answer you about the specifics of your problem, but in general if you wish to transform from one complex hierarchical structure to another, equally complex but different, one then the most reliable method is to run a two-pass process in which you translate to a relational database and then construct from that to the desired output form. A few EDI translation products use this approach as part of their internal workings, and could thus perform the operation in a single pass, but I suspect that Sterling Integrator is not one of them.
