1) what I usually do is make a temp field at the end of an existing input 
segment at the level where I need the date/time and use a std rule to assign 
the current date/time to it and then use the extended rule on that same field 
to manipulate the format or assign it, etc.  The order of execution is std 
rules then extended rules so you do have the current datetime from the std rule 
available to you when the extended rule executes.  

2)  As stated by others, create a global variable (I use the session rules for 
that) assign it on the input side and then use it wherever you need it after 
that point.
