Madhaviperugu, this statement (and any like it from any vendor) is of key concern: "We develop and test the maps for you, then provide an executable program that contains your map library and the translation engine." This is what we call a "black box". You will never be able to tell what is wrong or fix anything, you will be permanently dependent on your contract or the good graces of the vendor to assist you. Also, this manual process is not going to be in any practical way scalable.
Please, know your requirements before proceeding to evaluate any product.
