Just to clarify something Roger said...

This is not always true.  Some Trading Partners (Receivers) do not filter out 
duplicate Interchange or GS Control Numbers and some don't even filter out 
duplicate data content (!).  It's getting to be fewer and fewer, but especially 
among "legacy" (home-grown) EDI translators, each Transaction Set Type has its 
own ICN series that increments independently.

On the other hand, at least one VAN out there does (or used to) ignore 
duplicate ICNs, regardless of content (i.e., they only look as far as Sender ID 
+ Receiver ID + ICN).  I am completely forgetting which VAN it is/was.
