I don';t know, I just arranged to sent things in that order.... but I do know 
for a fact there are LOT of folks out there who never 
look at qualifiers in a multi-identification segment (e.g., LIN, PO1)  whose 
code would choke.

There are an equal number of folks who don't look at  the REF01 qualifier in 
REF segments or N101 entity IDs in N1 segments... 
instead they code for REF segments and N1 loops to be provided in a specified 
ORDER when multiple occurences are expected.
