The question can't be answered because it is so vague. There are many factors.

How many 940 can be processed over what period of time?
What is the average size of the 940 transactions?
How elaborate are the Business Processes involved?
How much resources (CPU, memory, disk space) does your system have?

IBM would probably be the place to ask, but they are going to need the answers 
to the questions above and others as well in order to answer it.

GIS = SI so "GIS 4.3 and SI" doesn't really make any sense, and indicates that 
you may not be familiar with the product.  I am working with GIS 5.1 myself at 
the moment, and I would never want to touch it without formal training.  It is 
very powerful .. but very, very complex.
