We've only ever had to deal with them in regards to JcPenney. I always jokingly guessed they were a subsidiary, since I never crossed any other partners that required testing labels with them. It *would* make a good smoke screen to disguise the fact that you're abusing your trading partners! "I'm sorry they've raised *their* prices so much, but you still need to pass compliance..." :)

While I can't recall anything (15 years) dealing directly with labels, I would bet you dollars to donuts you could search on "third party testing" AND "ripoff" and get numerous hits going back a long long time....
