Interesting article, but I find the speculation about a "kill switch" to be a bit ludicrous:
"If some kind of kill switch is built into the code that disables its use if the renewal fee is not paid, massive disruptions could result." If we're talking about the "annual fee" paid by a purchaser of the X12 standard to DISA (or successor), there's no mechanism for creating a kill switch. DISA and WPC tried DRM at one time, but didn't meet with a lot of success. Even that would only prevent you from opening the PDF (or whatever). No way to implement that for the CSV files that carry the "table data" that vendors process and redistribute in their own proprietary formats. OTOH, if we're talking about EDI software vendors implementing a kill switch, I would be flabbergasted if the X12 pricing changes were enough to cause any of them to implement one. I am familiar with a few cases where a vendor has, in effect, a kill switch for some of it's licensing options if you don't keep the maintenance fee current (I recently ran into one with Altova's XMLSPY). But that model still seems to be the exception rather than the rule. (and please don't ask me about GXS products. I don't work on that side of the house!)
