OvmfPkg/AcpiPlatformDxe: Add Xen ACPI tables support

This patch adds Xen ACPI tables support to OVMF.
Use EFI_ACPI_TABLE_PROTOCOL to publish all Xen ACPI tables in OVMF,
while keeping the Qemu and KVM support.
