ShellPkg: UefiShellDebug1CommandsLib: fix SETVAR option summary
The command line summary for the SETVAR command currently names "-rs"
instead of "-rt":
SETVAR variable-name [-guid guid][-bs][-rs][-nv] [=data]
Fix it.
