Remove obsolete PCDs (new ones are moved to MdePkg and MdeModulePkg)
Including:
PcdHardwareErrorRecordLevel, PcdPlatformBootTimeout
PcdSetupConOutColumn, PcdSetupConOutRow, PcdSetupVideoHorizontalResolution,
PcdSetupVideoVerticalResolution
