BaseTools/Scripts/PatchCheck.py: Allow tab in Makefile
The syntax for Makefiles requires that indented lines s
tart with a tab, but not a space.
This change of PatchCheck.py make the patch for Makefile/GNUmakefile
pass the PatchCheck.py.
