MdePkg: Updated SpcrTable structure for Revision_4

In SPCR table, 4 structure members have been added newly as per SPCR
table Revision 4, which has to be added in
MdePkg/Include/IndustryStandard/SerialPortConsoleRedirectionTable.h.
