MdePkg: AgdiTable: add support for Arm Agdi table
Add support for the Arm Global Diagnostic Dump and Reset Interface
ACPI table. Information in the table can be used for providing an
interface for initiating a non-maskable event from a requesting agent.

ShellPkg: add support for AGDI table in acpiview
The AGDI table is a Global Diagnostic Dump and Reset Interface table
defined by Arm. Add support for dumping the table contents in the
acpiview command.
