MdeModulePkg/PciBusDxe: Fix boot hang introduced by ff3c1ad
The changes introduced by ff3c1ad which made two calls to
ProcessOpRomImage() resulted a platform where single OpRom present, the
same image to be loaded and started.
Prevent loading and starting same image twice.
