OvmfPkg/LoongArchVirt: Cache early serial base in KS1
EarlyFdtSerialPortLib16550 resolves the UART base from the device
tree every time GetSerialRegisterBase() is called. This path is used
by early debug output, so repeated FDT lookups add noticeable boot
time overhead in DEBUG builds.
Reuse LOONGARCH_CSR_KS1 as the cache location for the UART base. This
matches the LoongArchVirt serial hook handoff path: use a non-zero KS1
value when available, otherwise resolve the base from FDT and save it
back to KS1 for later calls.
Local QEMU LoongArch virt DEBUG A/B testing, measured from QEMU launch
to the [Bds] Entry... serial marker, showed the median time reduced
from about 2.30s to about 1.27s.
