SecurityPkg: Remove global use pre-memory
Updated Tpm2DeviceLibFfa to no longer use globals. Updated the
SEC version of Tpm2DeviceLibFfaBase to no longer use globals
when including TPM libraries in the SEC phase. Includes various
cleanup regarding the updated files.
