(Although, as I recall from my very-very brief stint in Gentoo, you might not be distributing edk2 at all -- only the ebuild files are distributed, which instructs each user's machine to download and build the package on the spot. I'm asking all these questions because the initial packaging of OVMF in Debian wasn't right, and it prevented users from using OVMF with libvirt for a while. So if this is the initial packaging of OVMF for Gentoo, it's better to get it right at once.
