I am not using DHCP

I am setting IP statically using command:

Shell> ifconfig -s eth0 static 192.168.3.154 255.255.252.0 192.168.3.1

You still aren't following Laszlo's instructions: "your dump is missing the 
DHCP packets that should be captured while the ifconfig program (launched from 
the UEFI shell) brings up the interface on which you later use TFTP"
