Bugs are currently reported on this mailing list, so you'd need to look through the archive to find them. Also the old mailing list archive at https://lists.sourceforge.net/lists/listinfo/edk2-devel .
There's also https://github.com/tianocore/edk2/issues but I'm not sure how active it is.
