I have gotten couple of responses regarding this support question but as  far 
as I understand, all supports are half-measured and led to no solution. I also 
was told that the build environment I setup has something wrong but no one can 
point to what is wrong. All I did was followed exactly the buildnotes that was 
part of edkii source published on tianocore.org. From whatever way I look at 
it, I can only deduct that the buildnotes are outdated, obsolete and does not 
instruct and led to fully functioning build environment therefore what is there 
is wrong. Is there responsibility lies somewhere that the notes should be 
updated such that it can be used for the new adopters? Thanks.,

Not sure if i understood much?
Please check VCINSTALLDIR and VS90COMNTOOLS env value in the commonad line.- 
Those are the name of the env variable? if so, env variable consists of 
NAME=VALUE. What are the values?- What do you mean checking environment value 
in the command line?? 
 C:\Program Files (x86)\Microsoft SDKs\Windows - what do i do if windows.h is 
not there? what should expect if it is there?

no it is not even finding cl.exe from VS2008 command prompt.

if you
started the cmd prompt using the VS2008 command prompt, cl.exe can work? If 
yes, build –p Nt32Pkg\Nt32Pkg.dsc can pass?

it is not finding cl.exe from c:\myworkspace. however when i do build -t 
VS2008x86 it goes on for a while and same error.

I started the cmd prompt using the VS2008 command prompt which should 
initialize certain environment variable not the normal dos prompt.

OK. After run
edksetup.bat --nt32, you can directly run cl.exe in command line. Could you 
type cl.exe and see what’s output?
