Indeed that's a very confusing question.

The trick is that github doesn't allow you to fork *only* a wiki. It can
only create a wiki for a project that exists already.

So, you should choose:

(1) Follow the instructions on this page, from start to finish:

http://www.tianocore.org/site/

They will make you fork the TianoCore website project, and then fork the
Wiki from the central place over to your website clone.

(2) Or, simply create a new empty repo (project) on GitHub, and follow
only the "Wiki changes" section under <http://www.tianocore.org/site/>.

Once you are done with your propsed wiki changes, I think the next step
is to send your repo URL to Jordan / Laurie / Erik. I believe they can
then fetch your changes, review them, and push them to the central wiki
if appropriate.

(I can push as well, but I don't think I'm the best person to review
wiki changes.)
