By my analysis across edk2 and OpenPlatformPkg the following platforms need to get updated to pick up the library to prevent build breakage: For edk2 it's ArmVirtQemu, ArmVirtQemuKernel, ArmVirtXen, and BeagleBoardPkg For OpenPlatformPkg it's ArmJuno, ArmVExpress-CTA15-A7, ArmVExpress-FVP-AArch64.dsc, and BeagleBoardPkg This was obtained just by searching for platforms that use the ARM CpuDxe driver.
