Add gPerformanceProtocolGuid in BdsDxe.inf explicitly. Currently, BdsDxe could build pass as it inherits gPerformanceProtocolGuid from UefiBootManagerLib.inf.
Also update the usage of gPerformanceProtocolGuid in UefiBootManagerLib.inf.
