Value 3 is EFI_UNSUPPORTED, and it means that a legacy PCI ROM does not
exist for the device. (See EFI_LEGACY_BIOS_CHECK_ROM in
"IntelFrameworkPkg/Include/Protocol/LegacyBios.h".)

Well, where exactly does it hang in the loop? What are the relevant
