PciScanBus() assumes the GetResourcePadding() puts BUS descriptor in the very beginning, if it's not, the Descriptors will be updated to point to middle of the pool buffer, which can cause FreePool(Descriptors) hang in DEBUG image. No functionality impact to RELEASE image.
