Leif:
  This change lets MdePkg BaseCacheMaintenanceLib depend on ArmPkg ArmLib. But, 
MdePkg is the basic package. It should not depend on other package. I suggest 
to add this ARM specific BaseCacheMaintenanceLib library instance into ArmPkg.
