The only user of ArmPlatformLib's ArmGetCpuCountPerCluster () is itself an ArmPlatformLib implementation, i.e., ArmVExpressLibRTSM.
Given that we'd prefer to get rid of ArmPlatformLib entirely, let's remove ArmGetCpuCountPerCluster () from the API as a first step.
