After removal of the tftp library in EDK2, the tftp was disabled on Armada platform. Re-enable this functionality as a dynamic command on Armada 70x0 DB board. For this purpose add it as an option, depending on a new INCLUDE_TFTP_COMMAND parameter, which can be passed in the command line during build time.
