Current code logic can't confirm CpuS3DataDxe driver start before
CpuFeaturesDxe driver. So the assumption in CpuFeaturesDxe not
valid. Add implementation for AllocateAcpiCpuData function to remove
this assumption.

Pass OS boot and resume from S3 test.
