I think your 1st step is getting a license to use NTFS from Microsoft: 
http://www.microsoft.com/en-us/legal/intellectualproperty/IPLicensing/default.aspx
 Have fun with the Intel lawyers on that one. 

Microsoft has been kind enough to license FAT12/FAT16/FAT32 for use with EFI 
and that is why the FAT driver is in its own project in the edk2.
