Those are not the steps I would use to boot from DVD. Just go to the Boot 
Manager Menu and select the DVD Drive from the list of devices. That's the 
method most users would have, since "Boot from File" isn't available in most 
retail systems.

I don't see the problem you reported on my system. I am able to launch the 
Windows 8 installer using "Boot from File" and the normal DVD boot selection. 
The logo will be displayed without the "spinning circle" seen on other systems, 
but it will continue to the Win8 installer after 10 seconds. I am using the 
RELEASE build of SDV.CP.B4.

Since this is an Intel development system, you might want to direct future

There's only three pieces of information missing from your report:
- what version of Windows
- what kind of UEFI build
- what hardware configuration

(I personally might have ideas for some specific triplets, and no clue
in general. But whoever's going to help you will need the above.)
