Roughly speak, I think the answer is yes. This task is to implement the MpServices protocol. https://edk2.svn.sourceforge.net/svnroot/edk2/trunk/edk2/MdePkg/Include/Protocol/MpService.h This protocol is an interface that allows UEFI code to run code on the other processors in a system.
