We have the package owners page:

But, an alternate method would be something like what QEMU does. They
place a file in the tree:
http://git.qemu.org/?p=qemu.git;a=blob;f=MAINTAINERS;hb=HEAD

It's not a big deal to me, but it seems like people often don't know
about the web-page that documents the package owners.

If it was in the tree, it might be easier to find. (Particularly for
people looking to make code contributions, since they will probably
have the source tree.)
