FTW DXE/SMM driver will be responsible to do the restore action.
The HOB is provided for PEI variable and early phase(before FTW protocol ready)
of DXE variable.

Dear Experts,
I found our open source variable code had added a Hob
"gEdkiiFaultTolerantWriteGuid" to check if FTW write back does not finished at
last reclaim. This may fix GetVariable/InitVariable function error issue. But I
did not see the code about NVRAM data restore back from NV_FTW_SPARE to
NV_VARIABLE_STORE at that condition.
Is it the platform code's Responsibility to do the restore action?
