This behavior is not changed. I agree this is an issue. If the question value
is not changed, EFI_BROWSER_ACTION_CHANGED Callback() function is not required
to be trigged.

According to UEFI 2.4 spec Ch30.4 EFI_HII_CONFIG_ACCESS_PROTOCOL.CallBack(),
"EFI_BROWSER_ACTION_CHANGED is called after the browser has changed its
internal copy of the question value and displayed it (if appropriate)".
However, in EDKII latest code, the CHANGED callback is called even when value
is not changed.
For example, a numeric question which is 21 and press enter without changing
its value, the changed callback still arrives.
Is it correct?
