The RMSEA, and the associated confidence interval
procedure, was [as noted by McCallum, et al.]
originated by Steiger and Lind (1980). The program
Statistica Power Analysis, available from StatSoft
at http://www.statsoft.com/power_an.html , 
includes a module written by Steiger that automates the 
power analysis procedure for parameters
other than those used by MacCallum, et.al., 
but the tables in Bud MacCallum's article may
well be sufficient for your purposes.
