It sounds to me exactly like a life-table problem, which could make
good use of life-table methods.  Those are rather varied, but you
might look into maximum likelihood Weibul models for death rates for
national populations, or Cox proportionate regression for comparison
of smaller cohorts where there are covariates for each individual.
Look for comparable literature in your own area.
