Shavelson et al., wrote a primer on 
generalizability theory.  Sorry I forget
the exact title, but "generalizability
theory" is in it.  Its published by Sage 
and should be sufficient to get you going.  
Once you understand the basic concepts, 
it should be simple to set up in, say, 
PROC VARCOMP.
