How do you define "chance" ? That definition ought to have been
incorporated into one of your treatments, so that comparisons between it
and each treatment could have been made as part of your ANOVA follow-up.
(I take it the AOVA was significant, else you'd not have done Scheffe'
tests afterward: so there are in fact differences of some sort among
your three treatments.)
Otherwise, if "chance" is defined so as to imply a particular mean value
for any (or each) of your treatments, you can certainly test the
hypothesis that the treatment mean is equal to the "chance" value;
or equivalently, if you prefer, construct a suitable confidence interval
on each observed treatment mean, and see whether the interval contains
the "chance" value.
