i first suggested clay helberg's excellent page on software

click on software on the left side ... a long list of stat package 
companies ... do some site surfing

there's a journal of statistical software on ucla's excellent pages

but, as jerry has opined ... unless we had a better idea of what you want 
... sort of hard to advise ... but, i would say ... it is not like making a 
selection for a $25 grand car ... given that you have set a limit as $1500 
... i would liken it more to asking: what car should i get and i have 
$75,000 to spend ... even there ... there are many choices (believe it or 
not ... not long ago i saw a sight were they listed the top 10 costing cars 
... and the LOWEST of these was about $104,000!!!)
