        Or, from Dr. Seuss' "Did I Ever Tell You How Lucky You Are?" (a book
that should be required reading for anybody involved with bureaucracy of
any sort. In particular, the sections on "Herbie Hart" and "Mr. Bix"
remind me irresistably of a certain period in the history of Saint
Mary's Computer Services,now fortunately over):

        You're not a Hawtch-Watcher. You're lucky, you see."
