People concerned with public schools may be interested in the following data
which are not widely known but available from the New York State Education
Dept. The absolute numbers and taxpayer dollars are enormous. More than
35,000 children failed the 9th grade during the 1995-1996 school year;
operating costs were over $300 million , and repeat each year. The rate of
failure is almost 50 percent, and is about 75 percent for Black and Hispanic
children in the Bronx. This was kept hidden by the NYCity Board of Education
until 1995 when the NYState Education Dept required every school district in
the state to report 9th grade failure. The original table was published in
Table 6.4, page 170 ("Number of Ninth-Graders and Percentage Repeating Ninth
Grade By Location, New York City, Fall 1995"). It is in the annual report
"New York: The State of Learning: Statewide: Profile Of The Educational
System", Feb 1997. It is put out by the NY State Education Dept's
Information, Reporting, and Technology Services in Albany. Their phone (as of
