Joe,
    I am not sure how Nebraska and Maine handle this
successfully, but in my state, congressional districts
cross county boundaries.  This means that the counties
would have to combine precincts from several counties
to make up a congressional district to decide  which
presidential candidate won each district. While the
state obviously handles that when dealing with
congressional elections, the scenario gets more
complex.  If a recount is required, as per state law,
this could be an enormous task without a district
board to oversee the inter-county co-ordination. 
Co-ordinating portions of 67 counties making up 25
electoral votes seems far more complex than our state
may want to tackle.  After all, we are still counting,
re-counting and re-recounting from last Tuesday....
