No. Only the Gore voters could be mislead by the form design (well, Gore and
Buchanan voters). B comes before G so Bush is at the top (left) of the
ballot. To vote Bush you punch the first hole for the first candidate. Gore
should be second (and is second on the LHS). To vote Gore you punch the
third hole. Do you see how more confusion might arise for Gore voters than
Bush voters? (This is compounded I believe, by the way the ballot paper
sits on the punch machine may may be slightly out of alignment).
Allegedly, also a number of voters realized their mistake and try to correct
it but were refused the opportunity.
