The point about having a no vote option (possibly more than
one for positions with more than one to be chosen) is that
a ballot which does not register would have to be manually
checked for chad or other misreading.  It might not have to
be tabulated by hand; if the problem was chad, removing the
chad would allow it to be reinserted.
